Just so nobody tries, I took an old 486DX laptop and tried to get it to play MP3s....doesn't work. Win 95 takes too many cpu cycles for any version of winamp to run. Even with a 30 second buffer, the output catches up to the decoding.

I did successfully run mp3's on a 486sx25mhz with 4 Megs of RAM
Media Vision 16 Soundcard
But you are doing it all wrong.

and
Winplay3 not Winamp
Inside Winplay3, there are lot of options for decoding. Hell you can decode an mp3 at mono:8-bit. I was able to playback Stereo:16-bit without a problem.
Hahaha, thanks for reminding me of my younger geek days. I think I'll download ImpulseTracker and look for some *.MOD,*.XM,*.ST3, *.IT files.

Incidentally, we were creating, editing, and listening to these on 386/16mhz - I can remember actually recording these to tape for friends of mine in high school.
