Yeah it was a PITA but I finally got it figured out after resetting my password, calling tech support for the second time, having them unlock the account, change the primary email, then calling my credit union to get the old checking account number, and reconfirming my checking account number with PayPal using the old number. I have an expired credit card under the account too, but I'm not messing with anything anymore. I just want to use it and not lock it up again.
