painted headlights?

I've been seaching for awhile now, back when i was searching for my first car, i came upon a honda civic that was modified. one thing that really caught my eye was the headlight, it could've either been a vinyl tint, or sprayed on. I was noob at car back then and still am now. it looked extremely shiny, with a light hue of blue, then purple. kind-of pearl-ish tint to it does anyone have any idea what im talking about, or what it is?

If its on the inside of the headlight then its paint. If its on the outside then it could be bluebatmobile overlays or rockblocker 3m protective film www.rockblocker.com

There are a few aftermarket headlight companies that produce a Ion Blue headlight for the Honda Civic 96-98 and 99-00 style headlight. They came in both black and chrome interior housings, but the blue hue was on the lens itself. If you search ebay you can see the headlights. As for aftermarket films, I have no idea what there is available. Maybe search Ion Blue film or search what the previous post listed.
