New York Introduces Bill to Ban Spinner Hubcaps </center>

In what could be the states first step in limiting custom wheel and hubcap options for motor vehicle enthusiasts, legislation (S.B. 4740) that would prohibit the sale and use of motor vehicles equipped with spinner hubcaps has been introduced in the New York State Legislature by State Senator John Sabini (sabini@senate.state.ny.us). S.B. 4740 would subject vehicle owners to fines of up to $750 for a third or subsequent violation. Those convicted of selling spinner hubcaps can be fined $150 for each violation. The bill has been referred to the Senate Transportation Committee for consideration.

S.B. 4740 ignores the fact that custom wheels are not prohibited by Federal law and should not be restricted in New York.
S.B. 4740 ignores the fact that the Federal government rescinded the entire hub cap standard in 1996 when it was concluded that there was no safety problem relating to hub caps and that the standard was overly design-restrictive.
S.B. 4740 ignores the fact that manufacturers are required to notify the federal government of a safety problem or defect related to motor vehicle equipment within five days of becoming aware of such issue.
S.B. 4740 ignores the fact that spinner hubcaps have no proven detrimental effect on motor vehicle safety.

Because those too cheap to buy the real things buy the spinner hubcaps, which tend to fall off. Debris on the road causes a fairly high percentage of accidents.
 
Now...Does this pertain to HUBCAPS...Or actual wheels as well...The article did not make it clear...Either way..Once you let them start limiting what you can and cant do to your vehicle....Its only a matter of time before mods we all love are banned and limited....Dont do it people!
 
the majority of "spinners" you see are hubcaps... even the espensive ones are hub caps... TRUE spinners are MEGA $$$
 
Umm we do it all the time, EPA, Safety, Exhaust, Noise, Tv screens in view of driver, tint, headlights... its for the better

They may technically be a "HUB" cap but they are attached with bolts and are as likely to fall off as your wheel...The PLASTIC hub caps that snap on is different. It'll never fly anyway so I'm not pressed...and I dont live in NY.
 
I think they SHOULD be banned. Actual spinners arent going to be affected by this and the cheap plastic ones arent durable enough to stay on the car forever. They will fall off or break off at one point or another, especially in NY. There's enough road debris and bad roads as is, no point in making the problem worse. And I'm sure there's no limit to the amount of "knock offs" sold at flea markets too for about $10 a piece. As far as the restrictions are concerned, there are already DMV violations in place for loud mufflers, spoilers that impede driver visability, specific HID's, DOT legal racing seats & harnesses, even a section in the citation handbook that states that anything which increases the factory HP in any vehicle should be considered a violation. Just not everyone is obviously going to ticket people for this. But its already in there, which means everything from adding a CAI to a catback is illegal in most states.
