Need help With HID install

SO I purchased a plug and play kit

I double checked myself to make sure all the wires were properly connected. I went to turn the car and and switch on the lights and nothing.The only light that turned on were the smaller bulb but not main HID bulb. Which is odd becuase those are suppose to turn on as my highs not my lows. I also tried the highs to see if the main bulb would light up and nothing they just completely truned off. I changed the fuses for the headlight up to 25 from 15 and also just purchased a new optima battery, so should be getting enough kuice or maybe the ballast are just dead. But its a brand new system.By the way I got the H4 bulb with Hi/Lo built in so there are actually two bulbs, the main HID Bulb and a second smaller bulb (its the second one in the first row in the picture below.

Well if anyone out there can help me out I really would appreciate it.

Maybe a blown fuse if the high beam still works. About all I can think of

Okay so my boyfriend had kinda the same problem. sorta. It's hard to explain, but here's something that might help. 1. Only 2% of all the ballast are bad. so it might be that, but for both of them not to work is weird. 2. (I'm not 100% on this..) but something about the wiring could be wrong/weird. Thus you'll have to get this other wiring kit thing (sorry about not using proper terms.. lol) WHICH.. we have, and I'm sure my boyfriend would sell to you if you need it. : ). But first before you do ANYTHING!!!!!!! Talk to XenonExpert on here.

Thnaks I appreciate the help. Well yesterday my friend came over and we tried my ballast on his system and they lit up his lights so its not the ballast. I also talked today to the manufacturer and they told me that its the wires that are causing the problem sending mix signals to the system. Therefore only letting the highbeams shine while on low and when put to high turning the complete system off. So according to them I just have to put + to - and - to +. If not they will give me a full refund. Which sux because I really want these things to work. But thanks everyone and I will send email to Oliver.

edit:: Well I went to find them but my boyfriend musta moved them. If need them I will find them and take a picture. I won't let you buy them before I sent you a picture.
