Need detail help! NEGLECTED RIMS ISSUE

As some of you may or may not know that I just recently purchased a new/used truck within the past month. Well I can't seem to get the rims clean. I 've tried many different types of mag polish and they clean up some spots nicely but not others. I think the rims had some sort of clear coat thats coming off. I need to know how I can go about correcting this issue. BTW you feel the crap with your hands!


Edit: I was able to remove the clear coat off of the rim, and it does look a lot better however I still have that crap on the rim! I have attached two more updated pictures.

lol and they say cars are better becuase thier from floirda.. total :bs: My cars rust more here in florida in the past 4 years then my cars did in texas with all the snow!
 
If you have them Blasted make sure they go easy. I've seen rims pit out from that and then there trash.

1. light blast just to get the clear coat off

2. Wire wheel to get them back to smooth

3. fine wet sand paper all one direction

4. last polish the s*** out of them till they shine

I would not clear them it will just end up doing the same thing. if you leave them you can just polish twice a year and your good forever.

The clear coat is completely stripped off of that rim belive it or not. I'm still messign with a few things on the rim to see what happens. I'll update to everyone incase I run across something that works. I'v tried carb cleaner believe it or not it removes the clear coat with a scotch bright pad and didn't apear to damage anything other then to strip the clear coat out.
