Yes you can buy an 01-03 protege motor. swap the main bearing support plate (aka upper oil pan) because it has the oil return fitting for the turbo. Also swap the oil cooler and oil filter stud, then swap the oil and coolant lines for your turbo. If you want to use the MSP engine cover you will have to swap the valve cover too.
You can also use an 01-03 fsde from a 626 and swap the same items plus the cam gears and cam sensor (possibly the crank sensor too.) Also you will have to get a set of coils from a 99-00 1.8 (fp) protege and 626 or 1.8 protege wires if you want to use the 626 valve cover, or just swap your existing valve cover coils ect over.
