j/j Actually several reasons why it sits there. (1) Minimize the likely hood of direct water ingestion (2) Uses the fender part as a "shield" for water and dirt. (3) low pressure area, thus inducing air flow in the direction we desire.
We have other safety mechanisms against water ingestion as well, however those deal with the actual piping design etc.
That issue of Turbo Magazine is from a month or two ago. That alone was posted when it was first seen on newsstands.
