mazda 3 license plate lamp

I have a question..
I got pulled over the other night because they said the light on my license plate was out. no problem right??
well i went home and went to check to see which light it was..and there is nothing there.
right above the license plate is a space where the lamp should go. just a big empty space (scratch)
and i checked my friends mazda3 hatchback and he doesn't have a light either.
is this right????

No, it's not right.

My hatch has a very bright license plate lamp.

the light assembly can easily fall into the bumper. mine has done that several times when i replaced the bulb in it.....
