make sure th new flange has just as many bolt points, as DPs go through a lot of stress.

I wish I could explain it better. The way the dp curves down you cannot get a bolt in there. Once the bolt is long enough to thread into the turbo, you can't get it in between the flange and the dp. That's why it is cut out. It does not matter in holding strength. The important thing is that the surface is clean and flat when you bolt it up. No problem.
