Instant check engine light

Im throwing a few codes right now

421...

I have a code reader and it deletes them as well, however as soon as I start my car again they apear.
Any ideas on what to replace to finally rid me of this?

P.s. I have a fuel pressure regulator waiting to install.

P0090- fuel pressure regulator or fuel pressure regulator solenoid?
P0031- P0031 - Oxygen (A/F) Sensor Heater Control Circuit Low (Bank 1 ) bank one being the first o2 correct? The heater control part is throwing me off....
P0421- warm up catylist below threshold efficiency....could this be because I have no cat? Non-fouler fix maybe?

Gotten a lot of views but no help, please speeak up I have searched for solutions but am still not sure

Also throwing p0660 the Vic- have 66 intake and still have it plugged in, but not to vacuum

I was also throwing code p2009...I think
Replaced the first o2, fuel pressure regulator, and fuel pressure regulator solinoid, and the two solinoids that work the butterfly valves in the intake( even tho I have a 626 intake) and all my codes are gone as of now!

Oh and I disconnected my "narrowband" and soldered up the wires to theo2.

idk , but this forum was down for few days, i cant access. and when i do , i feel very lil ppl are on the forum these days
