I believe this is road tar adhering because I have neglected to put wax on it.(I know : DUMB!!)

First try using rubbing alcohol or gas line antifreeze as they are vertually the same, this works the best on tree sap.
If that don't work use a paint company wax & grease removal cemical.
Then if that don't work & your extreemly carefull you can use paint thinner. We using paint thinner use in in a small spot & wipe it off. then let it dry before you go at it again. Thinner will some time make the paint soft so don't over use & again be careful.
