Anyways, I'm assuming you're in Canada. I don't know how difficult it would be to order HID headlights from the US and fit them in. But I can tell you of one problem I see right off the bat. The Canadian DRL (daytime running light) on the Mazda3 will be the low-beam (which is the HID light). I'm pretty sure Canadian-law states that the DRL cannot be of the HID-type.
This is why I know a lot of the Canadian Mazda6 owners have had to disable their DRL when putting in HID kits (and from what I understand, disabling the DRL is not easy, the DRL functionality is integrated into one of the electrical boards). And obviously, disabling your DRL would make the vehicle illegal.
