HID lighting, why they are illegal

so basically what this thread is saying is dont install Hid
bulb kits, even if you have projectors? (deadhorse
 
today i took of my hid's and put back the stock lights lol.,,.thinks its anoying to oncoming traffic,,.,.i had 6k ones,.,.

2003 Mazda protege stock reflector 'cutoff'
So heres my question/problem,my-03 protege (not the protege 5) .. you know the headlight cutoff on these looks like this ___/___/ (somewhat and yes this is stock reflector not projector) ......now does your driver side vertical cutoff this one____/ <-------- not as bright as the passenger ___/____/ <------- and again im just talking about the vertical angle cutoff, if anyone has a picture they could provide that would be great to help me out =]

ps i provided a picture, you can see that the driver side angled cutoff gives off less light next to it ........ than that off the passenger, and once again the vertical cutoff _____/ <------- that part you can just plainly see the light output off the cutoff on the passenger is nothing compared to the other =[ really could use some help any insight would help

I know this is old, Nevada tech told me projector retro-fits are legal as long as the bulb is no higher than 4300k, and the headlights are pointed properly. Some cars come stock with projector hid's that don't have the auto-leveling.
