I'm trying to get my friend to buy all of the equipment so he can do it at his body shop. I want to powdercoat my stock '11 Speed3 rims in Celestial Blue Mica.

That will be hard to do. Paint matching powder is hard and you can't really "mix" powders. They don't blend right when you cook them
