either the guy is selling it for someone else or he just doesn't know what he is typing. there are obviously no 'cylinders' in a rotary engine, and the engine code should read 13B. and the car is not turbo, its naturally aspirated. you can tell by lack of hood scoop and the exhaust manifold pictured in the engine bay. cosmetically it does not look bad. a bridge ported 13B will sound pretty tough and idle pretty aggressively. what you need to worry about is who did the port work and how it runs. a compression test is pretty important. seeing how it runs and drives is a must. does the oil metering system work or does the owner run pre-mix? what is he using to fuel that bridgeported engine? honestly, if the car is in halfway decent shape the price is pretty darn good.
if you are looking to learn about rotary engines, i can't say that something with this much work into it already is the place to start.
