"Stage 1" - would be tune on completely stock vehicle.
"Stage 2" - would be for a vehicle with turbo back exhaust
"Stage 3" - would be with a bigger turbo, injectors, fuel pump.
There would be a different map for each one....with specific mods listed.
It all depends on how flexible the ECU at compensating on fuel delivery

Being in California, while I want a downpipe, I live in fear of the smog checkers bouncing my car for either mods or not passing the tight sniffer tests we have every two years.
I would need to know a downpipe would meet CARB testing to go ahead with getting one. They are not like CAI which I can swap back for testing...
Got an update from CP-E today:
"Good to go. We have already put one on the car and he has been driving it for 3 to 4 weeks now. THE PNP will come out for this car only if the pnp for the speed3 matches the cx-7. We still do not have the pnp for the speed3 yet. The mazdaspeed6 connection will not work, it is not the same connector.
