Fuzzy headlights. Can they be restored?

My headlights got real cloudy on the outside, so I just bought an off-brand, cheap-o orbital buffer and some of that headlight polish stuff from AutoZone. Once my headlights were shiny and new-looking, I sprayed on a layer of clearcoat to keep them fresh.
