What folks were trying to tell you is you need to list your location in your profile (userCP > edit your details)...
Precinct 1, and I edited my post with my location.

Its not just your post...in the USER CP section up top, you need to change the LOCATION to HOUSTON, TX...
I know its a PITA, but that's the rules..."I don't make 'em, I just enforce 'em"...that's what you guys (police officers) always say when you pull me over...enjoy the karma.
