Floor vents blow air no matter what the setting is.

Pretty much the problem. it will blow air out of the vent selected but will always also blow out the floor vents, wouldnt be a problem except when I run the ac as it doesn't push enough air to the back for my Daughter.

Where do I look, I have never messed with cabin controls before, are they vacuum actuated?
 
theyre cable operated by the knobs used to set the settings. air coming through the vents is normal if u have the vents open. if u have the settings on recirculated air then the vents will close and no air will come through if the controls are off.
 
It looks like this is the mechanism that controls the vent flaps.

Try inspecting the interconnected arms and levers at the different vent control positions to see if the flap for the floor is being pushed or pulled all the way closed. You may have worn pins and sliders that are preventing the flap for the floor from closing all the way. You might be able to adjust it somehow or jam something in there to take up any slack.
 
One of the minor annoyances for me is that I always feel air blowing on my feet even though it's set to just the upper vents. I just chalked it up as poor design...akin to our electrical system and how our headlights dim when when the AC turns cycles on/off or when using the windows.
