Falkon 912 or wrangler hp?

Tire time.I can get a good deal on the falcon 912 local.Or get the wrangler hp for even less.I live on long Island.Sometimes we get alot of snow,sometimes none.I also live on a hill.I need tires that will pull a boat up a wet boat ramp. Do the more expensive Falcons= a better tire?
