Hmmm, it probably depends on where you live and how much publicity gets generated. Here in Florida dozens of nails were strewn around Yamato road a few years back during construction (2001?) and my tire and about a dozen other cars' tires were flattened, and we were all reimbursed $35 for tire repair by the city. They had to close the road due to pulled-over vehicles all over the place. Granted there was no detectable rim damage, only tires. Regardless, it always sucks, especially when the city won't fix the problem they caused. :(
