My car has been off the road for over a year and im tryna bring it back to life because i can leagally put it back on the road and i may either keep it or sell it, either way it needs to be cleaned.

try some simple green and a tooth brush for the small areas. a bigger brush for the larger surface areas. also try the engine degreaser from advance auto, that stuff is awesome and cheap. i know you used degreaser already but using it after a detailing clean wont hurt either.

look around for a local shop that steam cleans engine bays....i had it done to my old truck, they did a fantastic job and i think it was only like 50 bucks or so

Yuck...wow. For that mess, I'd use Bleche White or some heavy duty degreaser and a coin-op car wash. Just keep the high pressure spray away from the spark plug wire boots and other delicate connections that may allow water to seep in.
