Looks like the arrow is pointing to the right. I would say the fuel filler neck is on the right side of the vehicle. Mine is on the left side.

My 2004 Honda Civic was an oddity that had the the arrow pointing to the right side, even though the filler neck was on the left side. All my other cars had correctly pointed arrows.

sm1ke is correct that is the distance to empty symbol you have depicted in your photo. The fuel door location arrow is associated with the fuel level gauge....
