oh no. This device is just to mitigate the loudness during cold-start, specially when leaving very early in the morning.. Just being considerate to my nice neighbors. If you notice, just a twist or two to lock in place or to remove it. Very easy.

Ah, so do you remove them after you are out of the neighborhood? My MX5 with custom exhaust pipe (no 90 degree bend like the OEM pipe) and massive Magnaflow muffler is fairly loud but the neighbors don't seem to mind.
