change to 195/60R14 Ok??

I going to change the OEM wheel 16"inch (195/50R16) to 195/60R14 of 14"inch for winter use.

I use the miate.net website and check the wheel size and find that is it a bit smaller in diameter and 2% slower then the OEM tire size.

My question is is it OK that i for the 2% difference? what is the limit of the size different that does not affect the car perfomance?

You should be fine. Actually smaller rim sizes have a much wider selection of snow tires available, not to mention handle much better.
