Cannot adjust passenger seat height (2013 CX-9 Australia)

I just bought a used CX-9 (2013/MAZDA/CX9E 6 Speed Automatic Luxury FW). It's a nice car, the Mrs will be using it most and she likes it so that's good. However, when I sit in the passenger seat my head brushes the ceiling - there's an electric adjustment for forward/back and recline but unlike the driver's seat, there's no up/down option, is this broken or was never there?

The manual has a section "Front Seats (electrically operated seats)" then 3 sections..."Seat Slide", "Seat Recline" then "Height adjustment (Driver's Seat)", so is specifically talking about that seat only. I'm not that tall and sitting in the driver's seat with it lowered down is just fine. I don't care if the passenger seat is not electric, but is there any way to manually adjust it? I can't stand sitting there with my head touching the roof and it's possibly dangerous too.
