Its extra Rubber Butyl from when they were sealed back up to ensure ZERO leakage.

Were these baked and split open then? And are the spring clips in tact?

Yes they were baked, I've been doing retros for quite some time and know how to do it properly.
Yes the spring clips are there. Was just going to clean them up and throw them back on.
