Can we put stickers on tail lights

just smallish ones. They don't cover the entire light or is this illegal? They are vinyl tribal design decals that I want to stick on the rear lights. Anybody know the legality for certain, not just something you have heard?

That would be the same as getting taillight covers that cover part of the taillights (like the dodge ram pickup ones that are shaped like the ram). In most states this is perfectly legal as long as red is shining through, but it depends what state you live in.
