With a good CIA (Injen seems to be the best for Protege's) or even a SRI (AEM) and a good 60-65mm mandrel bent exhuast you could see as much as 10whp or a little more...Dyno's do not give good justice to cold air intakes, being that the car is not moving through the air (it is fixed on a platfrom) the benefits of the colder air inducted are not shown...I don't think anyone with a Protege equipped with the Injen CIA has been dyno'd on a "fanned" dyno, in which a massive speed sensitive fan mounted directly in front of the car is used to similuate the 62+mph speeds relative to the car in the 3rd gear (the best fanned dyno's are set at a certain speed at the beginning of the pull which is usually 3rd gear, and build speed with the engine rpm and roller speeds to simulate acceleration on a road...Some simply blow 80mph wind across the hood of the car. that is better than no fan but not as accurate as the speed sensitive ones)...so if you search the board for CIA equipped Protege's you will see people pissed about 1-2whp gains from a dyno test...You WILL see a few more hp than that...maybe another 2whp, not excellent gains but with a good exhuast worth noting...whether the price is worth it is up to you...
