They recommend not taking it to 7 grand at all. But the break in period is 1000 miles on the motors. whatever you do don't bounce it off the limiter too much. the ECU records everytime you do. Do it too much and your warranty is void.
When the ECU detects the engine revving at a certain maximum RPM it will retard the spark of the spark plugs to slow down the engine. When the engine slows down the sparkplugs are re acivated. If the pedal is pinned down the car will continue to 'bounce' of the rev limiter. Or continously hit the rev limiter.
Almost all new cars have a Rev limiter that basically keeps you from blowing up your engine. When your RPM reach a certain level(ours is around 7200), causing the risk of damage, the car has a built in device that forces your RPM to drop back down to a safe level- usually a full loss of power until about 4000 or so. As to the technical specifics of how they work, someone else would have to explain that... no clue-
