cooler air is cooler air. CAI's on a turbo to make a difference. Sure, if the air was sitting in there for an hour it wouldnt, but as fast as it passes through, the cooler it is, the cooler it will stay as it goes through. It does make a difference.
BTW, so does changing to heat-resistant (non-conducting) gaskets. Slightly thicker gaskets or more insulatory gaskets on the manifold, etc can make a HUGE difference.
