Yeah. I think you need to refine your qualifications. The cut-off age for renting cars is 25.

I am 22 & have rented cars from dollar rental car before. That was in AZ. They also charged me an extra $40/day since i was under 25.

My gf also rented a car out here in so-cal from some no name place. She got a decent rate but was driving a daewoo. ick.

Yes, you can rent a car as soon as you're old enough to have a credit card. You'll pay out the @!#$^ for it, though, unless you're 25. Some places won't even let you rent from them at all if you're under 25.
