If your steering wheel is missing the center or it looks like it was glued back together then your bagless... There are two bolts or screws that hold the airbag in (Part you push on for horn), and its easy to take out and check.. But if it looks normal then its probly in there still.

The passenger side is easy. Open your glove box, and with a flashlight, you should see a metal cylinder with a yellow wire running to it. Thats the other bag.

Most time when any airbag goes off, it has to rip through the steering wheel cover or passenger dash to deploy. With out replacing the bags someone would have to spend some time cutting out the spent bag or folding the bags back up. After that you have to glue the torn cover back together. Never seen anyone do a good enough job with glue trying to put the cover back on to make it look normal.

Just for fun im trying to get the steering wheel off my friends smashed Evo 8. Curious to see if the wheel will fit. Not sure if the airbags have the same plugs. Some do some dont. But Im not sure i wanna find out if the airbag size and calabration is differnt in a bad way.

Unless there is a state mandated safety inspection, chances are you aren't going to have a problem with the law. If you are caught doing something really dumb and the law enforcement want's to wring you up for all your worth, then maybe they would get you for it. Chances are though if you do something bad or stupid enough to warrant that kind of attention, the steering wheel is the least of your worries.
I had a short in the wiring of my airbag system about 6 years ago and instead of ripping the car all apart to fix it, I used it as motivation to put on a Momo wheel I was saving and hid a stereo where the passenger side airbag was (I only use a mp3 player so I dont need see it) so I could put some gauges in the dash. I salvaged the old brackets for the cruise buttons and adapted them to my wheel, though its for a Probe. It would be a similar concept for a P5 though.
