2012 CX-9 Dual climate control issue

I have a 2012 Mazda CX-9 with dual climate control. On the passenger side, the temperature hits as low as 54 degrees when turned to 60. The driverside only hits low to mid 70s when turned to 60. I have checked the freon level and it is full, I checked the cabin air filter and it's clean, I replaced the temperature control head and the problem is still there, and I checked operation of the blender door actuator and it works just fine. I am at a loss.
 
Could be the driver side cabin temperature sensors maybe? I am assuming this system has them in various locations like most automatic climate control systems. You could try swapping the driver and passenger sensor to see if the problems change location.
