I figured out a way to get a second horn into the passenger side space where there should have been installed a second horn (a high note horn like the Mazda 6). There is sufficient space between the radiator and the front cross member where you can pass the horn from the lower bumper up to the space where you install the horn.
Tools needed:
flat blade screw driver - to remove the fasteners
16 gauge wire (about 3 feet)
Electrical connectors
extendable magnetic retriever
Mazda 6 high note horn - about 32 bucks from dealer

1. pry out the 5 fasteners, then remove the top plate

2. Unscrew the ground wire where it is attached to the passenger side space where the high note horn will be attached.
3. extend the magnetic retriever so that it reaches half way in the space between the radiator and the front cross member. Push the horn through the lower bumper opening (see arrows) and reach up to the middle of the space between radiator and front cross member. You have to feel it and there is enough space to slip the horn through that space. Be patience and you can do it. Having a skinny arm helps in this situation.

4. Use the magnetic retriever to fish up the horn and hook the horn onto the tab (where the ground wire is screwed onto). Line up the ground wire on top of the horn hook and screw them together into the existing hole.

5. Plug the wires and test your new Hi/Lo horn.
6. Enjoy!
