find a metal working shop near you that refinishes wheels. that isn't too much damage but might require them to refinish the entire wheel, so it may be somewhat expensive.
 
you can always be ghetto and sue the town or contruction company to get the wheel refinished. But either way you need to take it to a shop that will refinish your wheel. Also, you can have them just buff it out and make it smoth and such and then paint the wheels to you choice by yourself or get them powdercoated.

I like this idea. I may try to buff it out, the edge I can't do anything about.
 
it would, first you get awesome wheels and tires, then it is just a succession of awesomness, first your friends give you the respect you finally deserve, your mom stops treating you like a little kid, becuase she see your wheels and she knows things are changing, and then the ladies, oh how the ladies love the Volks, or even Weds, the ass tacular rate of ladies you get will go up ten fold, Trust me !!
 
no but seriously go to a local tire/wheel shop and maybe they can help you out, but most likely if you want it to be perfect again you will just have to buy a new rim
