looks like a pen or knife tool maybe even the magic wand im not sure its been a while since I used PS

it's the polygonal lasso tool. click and hold on the lasso tool and you can choose the polygonal lasso.

To cut or to select?
If you want to drop it like he did you can also just make that selection, copy it and then paste it and move the pasted copy down.

without a doubt....that is what he used...the polygon lasso tool.....you can make a selection of ANYTHING you want with it.
