the bov responds to overboost on its vacuume line by opening the valve to release boost from the charge pipes. it has to do this because when you close the throttle (for instance to shift) the turbo is still pushing air. Without a BOV/BPV that air would have no where to go.
on rally cars where turbo lag is more of a concern than turbo longevity, they do NOT run a BOV of any type. they just swap out the turbo when it dies instead.
