The contents of the can usually isn't water. Its mostly water and crappy gas which both freeze at way below zero at like -30 degrees. Just need to empty the can pretty often I guess.

Im not sure about water, but the contents are usually a mix between gas and oil blow by. if you empty it into a cup and let it sit it usually separates because its a homogeneous mixture. I empty mine into a oil drain tank at the shop i work on my car in. and for the record, I have the turbo back exhaust that originally smoked, but once i added the catch can there hasnt been one puff of smoke.
The reason you see steam coming out of your exhaust is because water is a product of the combustion of hydrocarbons, and when it's cold out the vapor condenses when it hits the cold air as it comes out of the exhaust pipe...
