Removing the intake valves

im currently doing the jdm sam port and polish on the intake mani fold and i was wondering when removing the valve on the inside will that keep the car from passing smog all thought the sensor will be hooked up

You should be able to pass just fine without VICS or VTCS. As long as you keep the sensors plugged in you won't get a CEL and I don't think they will be able to detect it any other way. But then again, I have never had to pass a smog test before so your best advice will come from fellow CA members.
