The "copper piece" you are refering to is called a wastegate. Its job is to stay closed while the turbo is spooling up to built boost. When the wastegate "sees" that max boost has been reached, then it opens up to let extra pressure go around (instead of through) the turbo into the exhaust. This is to keep too much boost from building up and damaging the engine. The Apexi device you are refering to is a boost controller which controls the wastegate and tells it what pressure (or boost level) to open at. Hope that helps clear up some confusion.
