the mp3 does not have the VICS, so if you need an mp3 ecu because of that purpose, just get another protege manifold and remove it.

All protege FS-DE manifolds(including the one on the MP3) have VICS.
What the MP3 manifold does not have is VTCS.
VICS and VTCS are two entirely different things.
The purpose of VTCS is to help with cold start emissions, and it is a useless hinderance once the car has warmed up. Most people would agree that removing VTCS is a good thing for performance.
So a MSP manifold with VTCS removed would be pretty much the same as an MP3 manifold.
Also, you don't need a different ECU when you remove VTCS. Just leave the VTCS solenoid connected to your ECU, but disconnect the vacuum lines going to it and it will think everything is dandy.
