Wipers and heater not working while engine is running

So, I have a 1987 323/Familia hatchback and for some reason it has developed a problem with the wipers (front and rear) and the heater. They do not work when the car is running, however if the engine is not running but the power is on they will work. The wipers seem to run at a slow speed only though. But as soon as I start her up, they no longer work. Anyone experienced this before? Any thoughts. Fuses are fine but not sure where else to look. Thanks
