Where does this plug into?

Can anyone tell me what this solenoid is and where this vacuum line plugs into? I think I had it plugged into the AC drain below the wire harness grommet in the firewall but I think that's incorrect.

I am just guessing here: water hose from the water reservoir to the wiper blades.
