And if all else fails, yell really really loud at it. Walk away, mallet in hand. Turn quickly turn around, run at it and give a good whack. Repeat till either wheel falls off or your voice is gone.

For anyone still on this thread:
the MALLET worked, thanks to LisaKay! hahaha.

You know where it was stuck? Not on the surfaces that meet, but in the center ring area. Required some elbow grease after loosening it up with the mallet.

But now it seems I also accidentally loosened a wheel weight on one of my wheels and one of my wheels doesn't have a weight on it.

dangit... One step forward, Two steps back...
