What is that thing...? (pic added)

I have an '08 5dr Grand Touring. Just behind the lower grille, right in the air path to the radiator is a....thing. What is it? It's got wires coming from it running towards the driver side. It's shaped kinda like a T, about the size of a little slingshot or something.

What is it?!

Can it be moved/removed?
