You're not going to be able to buy that separately. Best bet would be a junkyard. All 1st gens should be the same and it's just a cover for the emergency park release (for when you can't get the trans out of park in the normal manner).

There are square (and round) plastic caps that are made to fit in the ends of metal tubing. Also could cover hole with black electrical tape until locating a cover.

It's the shift lock cover. You could probably make one.
