I am pretty sure it is actually a "delay valve". There are two vacuum actuated flaps in the intake manifold. VICS and VCTS. There is quite a bit of information on here about them. They both change the flow characteristics of the manifold. VCTS helps with emissions on startup and low rpm. VICS provides a switching point for low and high rpm resonance. Neither you really want in an MSP.

My guess is the delay valve is simply a restrictor that allows air to slowly pass through it so that the actuator moves the flap in a controlled fashion and doesn't slam it open and allow the spring to slam it shut.

And by the way, a check valve is a valve that only allows flow in one direction, a PCV valve is one type of check valve.
 
My car has the bottom end of the valve disconnected. Where the vacuum house should be connected?
 
That's the vacuum hose for the VTCS flaps, it's possible they were deleted many people including myself have. Or the Previous owner just pulled the vac hose on it so they wouldn't operate.

correct me if im wrong, but if he just disconnected that, you have a vacuum leak, and the vtcs butterflies are left closed.... if youve seen how much air those butterflies block youll understand my concern...
