Turbo doesnt spin at idle, is it bad? Help!

Just like the title says, my ebay gt28 wont spin at idle but has no shaft play. Blue smoke in between shifts. And car wont build more than like 4-5lbs of boost.

It does look like there is too much resistance in the bearings, the turbo doesn't necessarily need to spin at idle but the turbine should not slow down and stop so abruptly
